The Commercial Area Revitalization Effort (CARE) Program is designed to return viability to older neighborhood commercial districts. The program operates through a partnership between local neighborhood merchants, residents and the City of Richmond. The program offers rebates and other incentives to help small business owners rehabilitate commercial exteriors and interiors, security improvements and more. It also offers a loan program for building rehabilitation and renovation of commercial space.
