<blockquote><p>Richmond Mayor Dwight C. Jones announced an 18-percent reduction today in the city&#8217;s purchased gas cost, which he said will result in an 11-percent gas bill reduction for a typical residential customer.</p>
<p>Jones said in a statement that the decrease came as a result of a decline in natural gas prices over the last several months.</p>
<p><span id="more-1302"></span></p>
<p>&#8220;I am pleased that this fluctuation in natural gas prices is to the benefit of the consumer. The fact that natural gas bills will continue to go down for our customers is good news I&#8217;m happy to bring during this turbulent economic time,&#8221; Jones said.</p>
<p>The city said the cost of natural gas it purchases is charged to customers without any markup. The other components in the price of gas to consumers are charges for delivery and service, the city said.</p>
<p>The decrease will show in bills customers receive in October.</p>
<p>The city reminded customers it offers a monthly budget plan to help balance their utility costs over 12 months. Information on that plan and other measures to help consumers with payment issues is available by calling 644-3000 or visiting the utility department&#8217;s Web site at <a href="http://www.richmondgov.com/dpu" target="blank">www.richmondgov.com/dpu.</a></p></blockquote>

<blockquote><p>In accordance with Richmond City Ordinance 2009-60, property owners of developed property within the city shall pay a stormwater utility fee based upon the stormwater class and the amount of impervious surface area. An impervious surface is one that prevents precipitation from rain or snow from soaking into the ground. Impervious surfaces include, but are not limited to rooftops, streets, parking areas, and any concrete, asphalt or compacted gravel surface.</p></blockquote>
