What a scam.
One more reason to move out of Richmond! I understand the need to pay for drainage from and environmental and economic standpoint, but how do you calculate this? What if I have a rain barrel or garden? Does that take care of my runoff? There are too many factors here and bad science can take the stage if we’re not careful!
