special use sought for adult day care facility

The agenda for the next city council meeting (9/22) has an item of local interest:

Ord. No. 2008-193 (Patron: President Pantele, By Request) - To authorize the special use of *** 1608 and 1620 Williamsburg Road for the purpose of an adult day care facility licensed by the Virginia Department of Mental Health, Mental Retardation and Substance Abuse Services ***.

Adult day care facilities require a lot of caveats that other services may not. I personally see no problem with this.
