new program for at-risk students
The new opportunity for Fulton resident Kevin Battle is featured in an RTD profile of the new Performance Learning Center at the Richmond Technical Center. The PLC is a small school of about 65 students in four classrooms that targets those at high risk of dropping out, and is the first of its kind in Virginia.

His Fulton neighborhood friends didn’t graduate from high school, and Battle said he was on the same path — failing seventh grade, attending four schools since then and finally deciding not to go back.

“I honestly see me graduating,” Battle said. “At first, I didn’t think there was no hope. So look for me to walk across the stage at Armstrong High School in 2008.”
The story also states that the RPS Class of 2006 saw 55.5% of those who entered as freshmen complete work for a diploma, and that preliminary data show 67.2% of the Class of 2007 completed diploma work.
